Prof. dr. A.E.H (Annelies) Huygen is Professor of regulating energy markets at Utrecht University and principal consultant at TNO Strategy & Policy dept. She is a specialist in the field of competition and regulation in the energy supply industry. Her main research interests include policy instruments for regulating energy markets, with a focus on promoting sustainability and innovation. Annelies is an economist as well as a lawyer. In 1999, she successfully completed her PhD thesis at Leiden University in The Netherlands with the title: Regulation and Competition: the Dutch Electricity Supply Industry. Since that time, she works as a researcher and consultant in this field. She was a member of several commissions on behalf of the Dutch Minister of Economic Affairs, for example the Commission, advising the Minister of Economic Affairs om the introduction of tradable CO2 permits (2002). Dutch Parliament regularly invites her as an expert to comment on draft Acts, for example on the proposals of a new Heat Act (2019), on the abolishment of the legal obligation to connect houses to the gas network (2017) or on the Act on the progress of the Energy Transition (2017). Also, she regularly advises Municipal Councils on various subjects, for example the Council of Rotterdam on the privatization of the energy company Eneco (2018) or the Council of The Hague on the building of a new heat network from the Hague to Rotterdam (2020). At TNO she joins in various research projects, including European projects, or specific projects, for example for Dutch Ministries, municipalities, local energy communities or the Dutch or the European consumers council (BEUC).
